TULFOS’ success can be seen in his son, PATRICK. He has taught and raised very well his son in the arts and science of Lying and Extortion. When caught early this year extorting P1,000,000.00 from a Makati-based foreign investor, like a veteran TULFO, young PATRICK was quick to LIE and say the money his group was caught with by the Makati City Police in the act of extortion was actually bribe money, the TV cameras they were carrying were not meant to intimidate with media power their victims but were meant to record the bribe try.
In RAMON TULFO’s Philippine Daily Inquirer column today (November 20, 2007), he accuses Secretary Ronaldo Puno, whom he describes as the most powerful among the President’s Cabinet men, of lying about the source of the P500,000.00 handed to Pampanga Province Governor Eddie Panlilio during a meeting of Provincial leaders in Malacanang in mid-October last.
He even used philosophical terms to pontificate that “There is logic in the premise that if one can lie on one issue, he can lie on other, more important issues.”

Let Me Tell You How The TULFOS ABUSED Their MEDIA Power To COERCE and INTIMIDATE The JUDICIARY In One Province !!!!
In 2004, the TULFOS sued me for 28 Counts of Libel in Cauayan City, in Far Away ISABELA Province where I had to take the over 10-hours 500 kilometers travel everytime I had to appear in court.
FIRST ABUSE: Despite three documents I produced to prove Raffy TULFO is not a resident of a Cauayan City Barrio in ISABELA, the TULFOS produced an affidavit signed by a low ranking Baranggay clerk “disproving” the earlier affidavit of the Baranggay Captain stating Raffy Tulfo is not a resident of a Cauayan City Barrio in ISABELA. The proofs I produced were sufficient to have the case transferred to Metro Manila. But these proofs were ignored by the Cauayan City Fiscal.
A BUNCH of ABUSES: In June 2005, the the Regional Trial Court Judge DISMISSED the case against me. Four (4) months later or in October 2005, the TULFOS INTIMIDATED and COERCED the Fiscal of Cauayan City, and the Judge who DISMISSED the case, not only to (1) ACCEPT a NEW Libel Case of the TULFOS AGAINST ME with the SAME FACTS but also for the Judge who DISMISSED the Case (2) to ISSUE a WARRANT for my ARREST. So, the new case was accepted in the sala of the Judge Who DISMISSED the Case, and, (3)WITHOUT INFORMING me or my lawyer about the new case, issued a WARRANT for my ARREST!!!
That is how the TULFOS INTIMIDATED the JUDICIARY in Cauayan City , ISABELA.
I did not inform the National Press Club about this Libel case and How the TULFOS Abused their Media Power in this particular case because the Leadership of the National Press Club consider the Liar-Extortionists TULFOS as their Heroes and IDEAL Media Professionals!!!

WHY are the PRESIDENT and Her MEN (Cabinet Members and Others) BOBOS (Stupid)?
Answer: Because they are LIARS!!!
In February 2005, I wrote the following in the “Preface” (page viii) of my book “The PRSIDENT and Her MEN KISS the ASS of RAMON TULFO”:
“What more picturesque sight to demonstrate this Power of Satan Over Philippine Society than the spectacle of the President and Her Men Kissing the Ass of Ramon Tulfo, the Super, Super Liar son of Satan?!!!”
I wrote the above paragraph at the beginning of my book (which is actually a book on philosophical and theological morals and ethics on the evil of lying) to convey not only the FACT of the EXISTENCE of SATAN (in general and in Philippine Affairs) but also to propagate the Biblical Idea that
“SATAN is the father of LIARS.”
In a few months, the Filipino People became Witnesses to the truthfulness of the above sentence, almost a prophecy, when the Country was FLOODED and DELUGED and DELUDED with LIES emanating from MALACANANG Palace such as
The “Hello Garci” tapes (which became the fons et origo of a plethora of LIES, the unmasking and revelation of many Liars offering their services at the altar of the Super Liars of MALACANANG Palace),
The Joc-Joc Bolante FLIGHT to USA to HIDE the TRUTH (or to LIE) from the Filipino People about the P728 million FERTILIZER Scam,
The non-release of the “MAYUGA Report” which contains results of the investigation on the “Hello Garci” tapes,
The “Secrecy” (again, to HIDE the TRUTH or to LIE) over the purposes of the Venable Contract and its FUNDING,
The CONFUSION (same as to LIE) brought from U.S.A. to the Filipino People by then Presidential Chief of Staff Mike Defensor when he broadcast the results of his privately financed (from his own pocket, he says) investigation of the ‘Hello Garci” tape by an American acoustic expert, and MANY OTHER LIES.
And VERY RECENTLY, the lack of information to the Filipino People (same as LIE) on the $330 million (or P15.1billion at current exchange rate) Information and Communication Technology Project contract signed by unknown (to the Filipino People) representatives of the People of the Philippines and China .
This project, involving hundreds of million of dollars of Filipino People money, gave rise to broadcasts over mass media of charges of massive bribery, dining and womanizing. The son of Speaker of the House of Representatives Jose de Venecia (the third most powerful elected official of the land, after the President) tagged COMELEC Chairman Benjamin Abalos (the one involved in scandalous bribery, dining and womanizing) offering to bribe him (de Venecia son) $10 million just for him (de Venecia son) to back out from participating in the bidding for the huge project.
The massive corruption in this project and the lack of information (same as LIE) to the Filipino People (whose money are being committed to foreign suppliers) on this project CLEARLY SHOWS the Power of SATAN over PHILIPPINE Affairs and Governance!!!
“LIARS are Naturally BOBOS!”
While this TRUISM applies both to the TULFO Brothers and the PRESIDENT and Her MEN (e.g. CABINET Secretaries, etc.), and it is very easy to demonstrate this truism as it applies to the TULFO Brothers, it will take some little analysis to demonstrate that this truism also applies to President GLORIA MACAPAGAL-ARROYO and Her MEN.
It was easy to demonstrate that Ramon Tulfo was a Super Bobo when he LIED to the Filipino People, for example, (my book cites many instances of the Bobones of the Tulfos but we will give only one example in this ‘paper’) that Raul ROCO was a WIFE BEATER when he Propagated, through the pages of Inquirer, to favor the GMA Camp DURING the 2004 Presidential Election Campaign Period, that two years previous or in 2002, SONIA Roco RAN to Baguio City to escape being BEATEN REPEATEDLY by Raul, but that Sonia Roco was unlucky to check in a hotel in Baguio which COLLAPSED. Tulfo wrote in his Inquirer column that the rescuers were wrong in thinking that the bruises they saw in Sonia’s legs and arms and body were due to the debris of the fallen hotel. Tulfo said these were caused by Raul ROCO’S BEATINGS!!!
Tulfo truly is Bobo in thinking that Filipinos are so VERY BOBOS such that they would believe his LIES that RAUL ROCO WAS A WIFE BEATER despite the fact that NO HOTEL COLLAPSED in BAGUIO City in 2002.
In the case of the PRESIDENT and Her MEN, they think that because they are Many or Numerous and Highly Educated, they could FOOL ALL FILIPINOS into believing their LIES.

Why LIARS necessarily become BOBOS
Why do I insist that LIARS necessarily become BOBOS?
This is TRUE ALWAYS. There is NO EXCEPTION. Even President GLORIA MACAPAGAL-ARROYO, a Doctor of Economics, or the erudite scholarly columnist University of the Philippines Professor RANDY DAVID, necessarily becomes a BOBO once she/he starts LYING.
The short answer to the question is: Because to LIE is to speak or talk “NONSENSE”. Now, the “contents” or the “reality” of “NONSENSE” talk or speech does not EXIST. (e.g. the “nonsense” “square-circle” can be uttered and be understood but there no such thing as “square circle”). Therefore if one insists or talks of something as existing but CANNOT EXIST, one is either CRAZY or BOBO and LYING. But the President or Randy David is not crazy. Therefore, she/he must be, by elimination, BOBO and LYING. Q.E.D.
To LIE is to IMPART to your AUDIENCE (Latin word for “listener’) something CONTRARY to the TRUTH that resides in your MIND. Even people who never went to school, those who could “neither read nor write” posses enough “Inborn Truth” embedded in their hearts (in cordibus) and minds by God Himself to enable them not only to live as ordinary members of a community, but even to lead that community to a High Level of Human Progress.
To LIE is to tell your listener(s) to believe what you are telling him/her(them) which is CONTRARY to the TRUTH which resides IN YOUR MIND.
Now, if you start telling people a LIE (a “nonsense” that does not exist, or cannot exist, and CONTRARY to the TRUTH in your mind, then you start becoming a BOBO. And because you have become a BOBO, you think your listeners will believe you because you think your listeners are also as BOBO as you have become, a result of your starting to LIE.
For example, President Arroyo said that the 18 smuggled cars worth about P40 million were smashed and destroyed to send a lesson to the smugglers so that “they will not be allowed to redeem other cars that may be auctioned off through their paid proxies.”
The President is actually saying that: the “BEST…or ONLY… WAY” to stop smugglers from getting back what they smuggled is by DESTROYING them. This is a “NONSENSE.” It can NEVER, BEVER, NEVER HAPPEN that this is the “BEST…or ONLY…WAY”. There are MANY OTHER ways. The situation that this is the “BEST…or ONLY…WAY” does NOT and CANNOT EXIST!!!
The President RESORTED to this BOBO reasoning because she wants to HIDE the TRUTH (which is Very Clear in her MIND) from the People, to FOOL the People.
What then is the TRUTH that is in the MIND of the President?
The TRUTH, in the MIND of MANY PEOPLE in SUBIC and in CUSTOMS and in MALACANANG, is this:

Now, if you start telling people a LIE (a “nonsense” that does not exist, or cannot exist, and CONTRARY to the TRUTH in your mind, then you start becoming a BOBO. For example, President Arroyo said that the 18 smuggled cars worth about P40 million were smashed and destroyed to send a lesson to the smugglers so that “they will not be allowed to redeem other cars that may be auctioned off through their paid proxies.”
The President is actually saying that: the “BEST…or ONLY… WAY” to stop smugglers from getting back what they smuggled is by DESTROYING them. This is a “NONSENSE.” It can NEVER, BEVER, NEVER HAPPEN that this is the “BEST…or ONLY…WAY”. There are MANY OTHER ways. The situation that this is the “BEST…or ONLY…WAY” does NOT and CANNOT EXIST!!!

“In a statement, Tuguegarao Archbishop Diosdado Talamayan said 12 bishops from the North had prayed together and discussed the issue and agreed not to support the call made by three bishops from Luzon for Ms. Arroyo to step down.
“We, twelve bishops, after praying and discussing the problem, believe the alleged bribery between Malacanang and some government officials is an issue that has to be primarily resolved in the sphere of temporal affairs, particularly politics. Thus, we are not in a position to render judgment on the veracity of the matter,” Talamayan said.
“Therefore, as ministers of the Church, it is not our prerogative to support the call for the President’s resignation. However, as pastors, it is our duty to look after the moral life of the faithful. Therefore, we welcome the idea that a thorough investigation should be done in order for the truth to prevail.”
TRUTH Can be Reached by the Human MIND, even Unaided by Prayers or Divine Revelation
The Archbishop and his Companion of 11 Bishops, I am sure, recalling their classes in Scholastic Philosophy, specifically elementary logic and epistemology or gnoseology, firmly believe that the human mind, unaided by any Divine Revelation, can arrive at ABSOLUTE TRUTH with ABSOLUTE CERTAINTY like one plus one equals two, or, if two statements contradict each other, one of them must be NECESSARILY and SURELY FALSE although BOTH could also be FALSE.

This “paper” will prove and demonstrate, without the aid of “Divine Revelation,” that President ARROYO is One BIG LIAR aided by her TOP Advisers (CABINET Secretaries) who are Equally BIG LIARS.
Let us start with the recent P500,000.00 Cash Dole-Outs handed to several officials in a meeting (early this month of October) of over a hundred Government Oficials, in Malacanang.

On the P500,000.00 cash dole outs handed inside Malacanang of which one of the recipients is Governor Ed Panlilio of Pampanga, Archbishop Talamayan and the other Bishops can arrive at the ABSOLUTELY TRUE CONCLUSION that either Presidential Political Adviser and Cabinet Member RONALDO PUNO--- or--- Eastern Samar Governor-League of Provinces of the Philippines (LPP) Secretary-General BEN EVARDONE and Palawan Governor-LPP Spokeperson JOEL REYES--- are LYING--- or that ALL the THREE Government OFFICIALS allied with the PRESIDENT are LYING.
Why is this so? Because RONALDO PUNO said the money came from Speaker Jose de Venecia. This claim is CONTRADICTED by both Governors EVARDONE and JOEL REYES of the LPP who said that the money came from them.
Also, Governor Panlilio said that the bundles of P1,000.00 bills given him are wrapped with papers bearing the name “Bank of Comerce” whereas the LPP cash assets are deposited in three banks namely Philippine National Bank, Land Bank of the Philippines and Banco de Oro.
The above statements are proofs enough to make ABSOLUTE CONCLUSIONS with ABSOLUTE CERTAINTY that EVARDONE and JOEL REYES could also be LYING, in which case these THREE OFFICIALS ALLIED with the PRESIDENT could ALL be LYING!!!
I have demonstrated to you, Archbishop Talamayan, that one can arrive at ABSOLUTE TRUTH with ABSOLUTE CERTITUDE (that the THREE OFFICIALS Allied with PRESIDENT ARROYO Are and Could Be LYING) by USING Ones UNAIDED (by Divine Revelation, or by Prayers) MIND. And one need be a PhD to achieve this feat!!!

There are MANY LIARS here because the LIE was formulated by Members of the CABINET, led by Finance Secretary Margarito Teves. That such a group of “elite individuals supposed to posses brilliant minds” were not able to “see” the “Grand Stupidity” of the decision is a FULFILLMENT of the warning made centuries ago that “whom the gods want to destroy make crazy first.” The decision to “Smash the 18 Luxury Vehicles” is ONE CRAZY, Insane, Very, Very STUPID Decision.
This LIE on SMUGGLING Cost the Filipino People P40.0 Million to Show on TV Worldwide, A Cecil de Mille Production for WorldWide TV Exhibition of the LIE and Stark and Utter STUPIDITY of the Philippine PRESIDENT and Her CABINET Secretaries!!!
Although it is a little difficult to demonstrate this as a LIE, I will try to explain it as a LIE ACCORDING to the SCHOLASTIC Philosophy definition of “to LIE” which is “Loqui Contra Mentem” the English translation being “to talk contrary to ones own mind.”
The Archbishop and the Bishops, I am sure, because of their thorough groundings in Scholastic Philosophy, can easily understand my explanation how the PRESIDENT and Her MEN LIED to the FILIPINO PEOPLE and to the WORLD in this instance.
It is assumed here that God has implanted some Truths in the hearts (in cordibus) and minds of all human beings as they are created to enable them to live in communities.
To lie is to pronounce or speak or say or utter words to ones audience (Latin for listeners) whose meaning(s) is (are) contrary to the contents of the mind of the speaker.
President Arroyo annonced on the third week of August 2007 that she ordered the smashing of 18 smuggled luxury vehicles (valued at P40.0 million) to send a strong message to the smugglers that “they will not be allowed to redeem other cars that may be auctioned off thorugh their paid proxies.”
THIS is a LIE (and a Very STUPID LIE) because it is not by smashing the cars by which you send a strong message to the smugglers to teach them a lesson. You teach them a lesson by CATCHING them and IMPRISONING them, not by Smashing the immobile Cars , HELPLESS and UNABLE to DEFEND THEMSELVES (Ha! Ha! Ha!) against the Presidents’ VERY STUPID DECISION carried out by EQUALLY UNTHINKING huge machines!!!
If this is a LIE, what then is the TRUTH that RESIDES in the MIND of the PRESIDENT and Her CABINET Secretaries?
The TRUTH in the MIND of the President is this: I and my TOP AIDES KNOW ALL ABOUT SMUGGLING. “In a statement, Tuguegarao Archbishop Diosdado Talamayan said 12 bishops from the North had prayed together and discussed the issue and agreed not to support the call made by three bishops from Luzon for Ms. Arroyo to step down.
“We, twelve bishops, after praying and discussing the problem, believe the alleged bribery between Malacanang and some government officials is an issue that has to be primarily resolved in the sphere of temporal affairs, particularly politics. Thus, we are not in a position to render judgment on the veracity of the matter,” Talamayan said.
“Therefore, as ministers of the Church, it is not our prerogative to support the call for the President’s resignation. However, as pastors, it is our duty to look after the moral life of the faithful. Therefore, we welcome the idea that a thorough investigation should be done in order for the truth to prevail.”
TRUTH Can be Reached by the Human MIND, even Unaided by Prayers or Divine Revelation
The Archbishop and his Companion of 11 Bishops, I am sure, recalling their classes in Scholastic Philosophy, specifically elementary logic and epistemology or gnoseology, firmly believe that the human mind, unaided by any Divine Revelation, can arrive at ABSOLUTE TRUTH with ABSOLUTE CERTAINTY like one plus one equals two, or, if two statements contradict each other, one of them must be NECESSARILY and SURELY FALSE although BOTH could also be FALSE.

This “paper” will prove and demonstrate, without the aid of “Divine Revelation,” that President ARROYO is One BIG LIAR aided by her TOP Advisers (CABINET Secretaries) who are Equally BIG LIARS.
Let us start with the recent P500,000.00 Cash Dole-Outs handed to several officials in a meeting (early this month of October) of over a hundred Government Oficials, in Malacanang.

On the P500,000.00 cash dole outs handed inside Malacanang of which one of the recipients is Governor Ed Panlilio of Pampanga, Archbishop Talamayan and the other Bishops can arrive at the ABSOLUTELY TRUE CONCLUSION that either Presidential Political Adviser and Cabinet Member RONALDO PUNO--- or--- Eastern Samar Governor-League of Provinces of the Philippines (LPP) Secretary-General BEN EVARDONE and Palawan Governor-LPP Spokeperson JOEL REYES--- are LYING--- or that ALL the THREE Government OFFICIALS allied with the PRESIDENT are LYING.
Why is this so? Because RONALDO PUNO said the money came from Speaker Jose de Venecia. This claim is CONTRADICTED by both Governors EVARDONE and JOEL REYES of the LPP who said that the money came from them.
Also, Governor Panlilio said that the bundles of P1,000.00 bills given him are wrapped with papers bearing the name “Bank of Comerce” whereas the LPP cash assets are deposited in three banks namely Philippine National Bank, Land Bank of the Philippines and Banco de Oro.
The above statements are proofs enough to make ABSOLUTE CONCLUSIONS with ABSOLUTE CERTAINTY that EVARDONE and JOEL REYES could also be LYING, in which case these THREE OFFICIALS ALLIED with the PRESIDENT could ALL be LYING!!!
I have demonstrated to you, Archbishop Talamayan, that one can arrive at ABSOLUTE TRUTH with ABSOLUTE CERTITUDE (that the THREE OFFICIALS Allied with PRESIDENT ARROYO Are and Could Be LYING) by USING Ones UNAIDED (by Divine Revelation, or by Prayers) MIND. And one need be a PhD to achieve this feat!!!

The LIE and the LIARS on SMUGGLING
There are MANY LIARS here because the LIE was formulated by Members of the CABINET, led by Finance Secretary Margarito Teves. That such a group of “elite individuals supposed to posses brilliant minds” were not able to “see” the “Grand Stupidity” of the decision is a FULFILLMENT of the warning made centuries ago that “whom the gods want to destroy make crazy first.” The decision to “Smash the 18 Luxury Vehicles” is ONE CRAZY, Insane, Very, Very STUPID Decision.
This LIE on SMUGGLING Cost the Filipino People P40.0 Million to Show on TV Worldwide, A Cecil de Mille Production for WorldWide TV Exhibition of the LIE and Stark and Utter STUPIDITY of the Philippine PRESIDENT and Her CABINET Secretaries!!!
Although it is a little difficult to demonstrate this as a LIE, I will try to explain it as a LIE ACCORDING to the SCHOLASTIC Philosophy definition of “to LIE” which is “Loqui Contra Mentem” the English translation being “to talk contrary to ones own mind.”
The Archbishop and the Bishops, I am sure, because of their thorough groundings in Scholastic Philosophy, can easily understand my explanation how the PRESIDENT and Her MEN LIED to the FILIPINO PEOPLE and to the WORLD in this instance.
It is assumed here that God has implanted some Truths in the hearts (in cordibus) and minds of all human beings as they are created to enable them to live in communities.
To lie is to pronounce or speak or say or utter words to ones audience (Latin for listeners) whose meaning(s) is (are) contrary to the contents of the mind of the speaker.
President Arroyo annonced on the third week of August 2007 that she ordered the smashing of 18 smuggled luxury vehicles (valued at P40.0 million) to send a strong message to the smugglers that “they will not be allowed to redeem other cars that may be auctioned off thorugh their paid proxies.”
THIS is a LIE (and a Very STUPID LIE) because it is not by smashing the cars by which you send a strong message to the smugglers to teach them a lesson. You teach them a lesson by CATCHING them and IMPRISONING them, not by Smashing the immobile Cars , HELPLESS and UNABLE to DEFEND THEMSELVES (Ha! Ha! Ha!) against the Presidents’ VERY STUPID DECISION carried out by EQUALLY UNTHINKING huge machines!!!
If this is a LIE, what then is the TRUTH that RESIDES in the MIND of the PRESIDENT and Her CABINET Secretaries?
The TRUTH in the MIND of the President is this: I and my TOP AIDES KNOW ALL ABOUT SMUGGLING. But we will HIDE from the FILIPINO PEOPLE our knowledge by FOOLING them, by a show, TELEVISED WORLDWIDE: the destruction and smashing of P40.0 million worth of luxury cars on the PRETEXT of teaching the smugglers a lesson. The Filipino People, because We Consider and Treat Them STUPID, will BELIEVE this LIE, and we will be safe from the suspicion of the people that WE KNOW ALL ABOUT THE BIGGEST SMUGGLINGS going on at Customs Ports and other parts of the country!!!
If the PRESIDENT and Her TOP PEOPLE are NOT PRETENDING that they REALLY DO NOT KNOW ANYTHING about the SMUGGLINGS going on, then the MULTIBILLION PESOS intelligence funds of the President, the Cabinet, the Armed Forces of the Philippines and All Other Law Enforcement Agencies of the Government were all USELESS. Then, also, all the Top Officials of the Bureau of Customs, the thousands and thousands of Customs Policemen and Intelligence Agents, and Inspectors and Collectors are ALL BLIND, STUPID PEOPLE and all SMUGGLERS are Super, Super INTELLIGENT, Super, Super SMART, Super, Super EFFICIENT so that they were able to FOOL ALL the over 100,000+++ Military People, the Philippine National Police, the Navy, the Coast Guard, the National Bureau of Investigation, the over 5,000 Customs Employees and Officers with all their contacts among the Brokers, Shipping Companies, Importers, Exporters, Banks, Truckers and Haulers with whom the Smugglers must make arrangements, pay charges, etc.
But the MULTIBILLION PESOS Intelligence Funds are NOT USELESS, and the over 5,000 CUSTOMS Officers and Employees, and over 100,000+++ MILITARY, POLICE, and other GOVERNMENT LAW ENFORCEMENT AGENTS are NOT ALL STUPID AND BLIND!!!
