The Philippines has a Super BOBO President!!!


Ning Santos is 100% apodictically super certain when he asserts here that PRESIDENT GLORIA M. ARROYO IS A FIRST CLASS SUPER BOBO when she uttered, as reported by the Philippine Daily Inquirer (page 2, issue of August 19, 2007) that “they –(the smugglers)—will not be allowed to redeem other cars that may be auctioned off through their paid proxies.”

Her next sentence—although not a sign of BOBONESS—may prove to be a LIE –of the same genus and specie as the “HELLO GARCI” tape, the unreleased “Mayuga Report” and the secret “Venable Contract.”

PGMA’s second sentence runs like this: “Not only will they be barred from future auctions, they will be put behind bars.”

So that the PRESIDENT will NOT be called a LIAR HERE, it is incumbent upon the Customs Commissioner and the National Bureau of Investigation Chief to identify and catch and imprison the smugglers!!! If they succeed here, their names will be forever enshrined in the Guinness Book of Word Records as the FIRST FILIPINO CUSTOMS COMMISSIONER and the FIRST FILIPINO NATIONAL BUREAU OF INVESTIGATION CHIEF to have SUCCESSFULLY CONVICTED AND IMPRISONED A SMUGGLER!!!

Presidential Management Staff chief Cerge remonde is as stupid as his boss when he echoed his boss’s reasoning “that the President wanted to stop the auction of smuggled cars since they still ended up in the smugglers’ hands.

President Erap had more brains when he made Malacanang the Warehouse of about 50 seized smuggled cars so the smugglers could NOT spirit them out the Bureau (when nobody is looking) without paying taxes. President Erap, in this way, OUTSMARTED both the SMUGGLERS and their CUSTOMS ALLIES who both intended to cheat the FILIPINO PEOPLE.

In the case of the cars destroyed on command of PGMA, the FILIPINO PEOPLE were also LOSERS.

When Guillermo L. Parayno Jr. was Customs Commissioner (in 1992-98), he entered into an agreement with the Car Manufacturers Group in the Philippines and the Philippine Motors Association (now Automotive Association of the Philippines or AAP) to help the Bureau of Customs to sell, through Public Auction, the almost 1,000 abandoned, seized and smuggled cars and motor vehicles stored in various warehouses and yards at the piers, deteriorating under the elements (sun and rain) and losing values because of rampant pilferage.

The object was to get as much Revenue for the Bureau (and for the VERY POOR Filipino People like me), and to DISCOURAGE SMUGGLING!!!

How will PMA and the Car Manufacturers Group HELP RAISE REVENUE and DISCOURAGE SMUGGLING through PUBLIC AUCTION?

The PMA and Car Manufacturers Group DETERMINE the FLOOR PRICE or STARTING PRICE for the PUBLIC AUCTION.

These two PRIVATE SECTOR BODIES scan the newspapers advertising second hand cars, inspect the condition of the vehicles, list down the missing parts and paste these on the windshields of the cars to be auctioned to enable the participating public in the PUBLIC AUCTION to have solid, reasonable and wise bases to help them in their personal determination of the prices they would bid in the auction.

I remember very clearly the brand new Mercedes Benz S600 which I inspected as soon as it got out of the container van. The car had in its tachometer a reading of 5 km, meaning it was brand new. As soon as the car was taken out of the van, PMA towing trucks transported the smuggled car to one of its yards in Quezon City . This is to prevent pilferers from stealing some precious parts that diminish the value of the cars. (For example, when PMA then called me to report that the telephone unit of one of the seized Porsches just delivered to them was missing, I looked at the photos that recorded the inspection done immediately as soon as the smuggled cars were taken out of the vans at the Customs yards, and saw the photo of a Customs agent showing (I do not know if ‘proudly’) to others the telephone unit with the wires still attached that he got from the Porsche photographed beside him.)

And now to DEMONSTRATE why the Remarks of GMA (as recorded by the Inquirer for posterity) are REMARKS of a SUPER BOBO.

The Mercedes Benz S600 was determined by the EXCLUSIVE Importer of Mrecedes Benz cars in the Philippines and the PMA to have a FLOOR PRICE (or STARTING PRICE for the PUBLIC AUCTION) of P6.3 million.

PMA advertised the Public Auction in widely circulated national papers to attract as many participants as possible. In the public auction, many vied to buy the Mercedes Benz but there could only be one winner, the highest bidder, at P7.4 million.

The winner during the auction was the “proxy” of the real buyer, reportedly (according to PMA sources then) the father of Ara Mina who recently was rumored (wrongly, of course) as an inamorata of Boxing Legend Manny Pacquiao.

Assuming that Ara Mina’s father was the original smuggler, how did he profit by buying the car he smuggled? He must have bought the car at its full value through a dealer (unless the car was carnapped immediately after it got out of the dealer’s show room, then immediately smuggled out of the USA) there in USA (the port of origin of the smuggled cars). Or Ara Mina’s father tried to bring the car here without declaring it with Customs to escape paying taxes and duties so that as soon as he succeeds in getting it out of the pier, register it, bribing people at the LTO.

Also, assuming Ara Mina’s father was the original smuggler, how can he be prevented from participating in the auction if he sends a dozen or two dozen proxies? Who will determine who is and who is not a proxy of any one in the public auction? As far as I can remember, auction participants then were not required to show any “valid” identification card such as a driver’s license or passport, etc.

Truly, BOBOS abound (even in the Palace) and they are as many as the stars in the sky!!

With the way the Public Auction (as crafted by Parayno) was conducted, the smuggler loses (if he participates in the auction) because aside from spending to have the car smuggled, he had to “redeem” it (to use GMA’s term) at a public auction where the FLOOR or STARTING price is VERY NEAR the “market price” as determined by the PMA and the Car Manufacturers Group in the Philippines.

Parayno wisely asked the assistance of the Car Manufacturers in the determination of the FLOOR PRICE because the industry group most interested in curbing smuggling is the “local car manufacturers” group.

Now, who will dare CHALLENGE Ning Santos when he declared at the beginning of this “paper” that “Ning Santos is 100% apodictically super certain when he asserts here that PRESIDENT GLORIA M. ARROYO IS A FIRST CLASS SUPER BOBO when she uttered, as reported by the Philippine Daily Inquirer (page 2, issue of August 19, 2007) that “they –(the smugglers)—will not be allowed to redeem other cars that may be auctioned off through their paid proxies.”

Of course we should not be surprised for any BOBONESS coming out of the Palace. I wrote a book, in 2005 or two years ago, the book having a title of “The PRESIDENT and Her MEN KISS the ASS of RAMON TULFO.” The book describes Ramon Tulfo as “Super, Super Bobo, Super, Super Liar and Extortionist.”.


(On second thoughts, the President may not be SUPER BOBO after all. This is if Customs and NBI succeeds in IMPRISONING ALL SMUGGLERS!!! Then, truly, NO SMUGGLER CAN PARTICIPATE IN ANY PUBLIC AUCTION OF SMUGGLED CARS!!! Although no one, even though he is behind bars, can prevent him from sending his proxy).

(On third thoughts, putting the smugglers behind bars does not remove the BOBONESS or STUPIDITY of Destroying the Cars. It is like throwing to the Pigs Food that could be Eaten by Very Poor Filipinos, because the President wanted to send a message –WHAT STUPID MESSAGE?-- to the Food Smugglers!!! Are you so dumb you do not see my logic why I called the President’s utterances on the crushed smuggled cars as utterances of a Super BOBO?).
